KREIMAN 2007 LEGISLATOR OF THE YEAR

Senator Keith Kreiman was presented the Iowa State Reserve Law Officers Association (ISRLOA) 2007 Legislator of the Year award on Monday November 12, 2007 at the Law Enforcement Center in Bloomfield, IA.  The presentation was made by ISRLOA President Quinn Turner.  Attending the presentation were Davis County Sheriff Monte Harsch, ISRLOA Secretary-Treasurer Dan Brandt and Bloomfield Police Chief Shawn Armstrong.

In 2002 the ISRLOA asked Iowa Law Enforcement Academy Director Penny Westfall for help in establishing hiring standards, standardized training and state certification for Iowa reserve peace officers.

From the 2003 legislative session through 2006 legislative session, Senator Kreiman continued to meet with ISRLOA and and continued to give support as meetings were held statewide to discuss the proposed legislation.  During the 2007 legislative session Senator Kreiman introduced legislation in the senate that would set standardized training and state certification for reserve officers.  This legislation ensured that all reserve officers in Iowa receive the same basic law enforcement training under the guidance of the Iowa Law Enforcement Academy.

The same legislation was also introduced in the house by Representatives Kurt Swaim of Bloomfield and Jim Lykam of Davenport.  The ISRLOA is very appreciative of their support as well as all of the other senators and representatives that supported the legislation.

Senator Kreiman was instrumental in getting SF110, the senate version, passed and moved to the House of Representatives.  It was the senate version that was passed by the house and signed by Governor Culver in April 2007.

With the enactment of this legislation, Iowa became one of only several states that have state certified reserve peace officers.
